Lovell Partnerships has been named as the preferred contractor to deliver new Council homes at Regina Road, in South Norwood. This marks another big step forward for the community as Croydon Council moves the redevelopment closer to becoming a reality.
The Council’s decision to choose Lovell comes as the project moves through its final approval stages, which will allow the new build works to start. Following unanimous approval of the project at the recent planning committee meeting, the plans are now in the second stage of review by the Greater London Authority (GLA). Lovell is expected to begin work on site in March 2026.
Residents have been closely involved in choosing the new contractor. The Regina Road Resident Working Group, made up of residents who live on the estate, played a key role in helping shape the process. This has made sure the chosen contractor reflects the needs and expectations of the community.
Lovell brings over 50 years of experience in major regeneration projects and was chosen for its clear commitment to working with residents and creating real, lasting benefits for communities. They deliver homes for councils and housing associations across the country and built over 4000 affordable homes in 2024.
At Regina Road, Lovell will work closely with the Council and residents to deliver safe, modern, energy efficient high-quality homes. They will also make sure this regeneration creates a lasting legacy by opening pathways into skills, education, jobs and local enterprise, including over 100 apprenticeship opportunities for local people that will bring benefits long after the regeneration is complete.
The Regina Road redevelopment will replace the existing blocks with up to 340 new homes, including 225 new affordable homes of which at least 215 will be council homes. There will also be green open spaces, a multi-use games area, improved lighting and security, a new preschool, a community hub, and improved walking and cycling routes. It will create a safer, greener and more welcoming community that reflects the needs of residents.
Lorraine Casey, Regional Managing Director for London at Lovell Partnerships Ltd, said: “We are delighted to have been selected by Croydon Council to deliver the regeneration of Regina Road. This is a resident-led project, and Lovell is proud to work with the Council and the community to help create an inclusive and welcoming place for local people.
“We look forward to working with residents, partners and community groups to create opportunities in skills, education, jobs and local enterprise that will support and strengthen the Croydon community for years to come.”

“Selecting Lovell is another major step forward for Regina Road and for the community who have waited a long time for change. We are now moving from plans into delivering the modern council homes that residents deserve.
“Lovell has the experience and the approach needed for a project of this scale. They support my priority to raise housing standards, provide more affordable homes and build a Croydon that people are proud to call home.”
Jason Perry, Executive Mayor of Croydon
