Croydon Council is inviting residents, businesses and community organisations to share their views on its budget proposals for 2027/28 and plans for the following three years.
The proposals set out how the Council intends to use its £650m budget to continue delivering essential services for more than 410,000 residents while improving efficiency, making savings and supporting the borough’s ongoing financial recovery.
Like councils across the country, Croydon continues to face rising demand and increasing costs, particularly in adult social care, children’s services, temporary accommodation and support for children and young people with Special Educational Needs and Disabilities (SEND).
Since 2020, the Council has relied on Exceptional Financial Support (EFS) as it works to address the impact of historic financial and governance failures. EFS, which is provided by central government, is not a long-term solution and currently costs the Council around £95m a year in repayments.
The budget proposals include £83.7m of savings between 2027/28 and 2030/31 through cost reduction, service transformation and income generation. They also show EFS reducing from £120.7m to £76.3m over the same period, reflecting progress towards a more sustainable financial position.
More than half of the Council’s budget is spent supporting vulnerable residents, and protecting these essential services remains a key priority.

“Setting a balanced budget remains one of the Council’s most important responsibilities. Whilst we continue to make progress on our financial recovery, we must ensure we deliver the services residents rely on whilst achieving the best value for every pound we spend.
“No decisions have been made yet, and I encourage residents, businesses and community organisations to give us feedback on the draft budget through our survey.”
Jason Perry, Executive Mayor of Croydon
Feedback will help inform recommendations before the final budget is considered by Full Council in February 2027.
Residents can view the proposals and take part in the consultation online via the Council’s website. The consultation closes at 11.59pm on Monday 30 November 2026.
