Croydon Council is consulting on proposals following a review of the Webb Estate and Upper Woodcote Village Conservation Areas Appraisal and Management Plan (CAAMP).
The Council recently reviewed the conservation area – which was created to conserve and manage the character of the historic estate and village – and listened to residents’ views as part of this. It is proposing to adopt an updated CAAMP and to include 31 buildings of interest on Croydon’s Local List of Buildings of Architectural or Historic Significance.
The proposals support the priority of Executive Mayor Jason Perry, to listen to residents on planning and to protect and preserve the local character and heritage of neighbourhoods.
The consultation is now open and will close at midnight on 2 October 2025. Residents, businesses and partners are invited to have their say on the new plan via the Council’s Get Involved website.
The updated CAAMP would be adopted as a Supplementary Planning Document, to give it weight when determining planning applications. It would replace the existing plan, adopted in 2007, which is now outdated. The document provides more detailed descriptions of the character areas, including the architectural character of the buildings – crucial information for decision-making by the Local Planning Authority and the planning committee.

A public consultation event will be held on Wednesday 17 September, 11am-2pm at Purley Library, Banstead Road, CR8 3YH, where Council officers will be on hand to answer any questions.
Paper copies of the draft Webb Estate and Upper Woodcote Village CAAMP; and proposed local listings are also available to view at libraries across the borough during normal opening hours.
